Fully-Insured vs. Self-Insured Health Plans

Fully-Insured Plans are typically for smaller organizations where the employer pays fixed premiums to an insurance company, which assumes the financial risk for providing health care benefits to employees. The insurer is responsible for paying claims and managing the plan. Fully-Insured Plans provide stability and predictability in costs, but there is less flexibility and a potential for higher long-term costs.

Self-Insured Plans are typically for larger organizations that pay for medical claims out of their general assets, usually with “stop-loss” reinsurance coverage for catastrophic claims. Instead of paying fixed premiums to an insurance company, the employer pays for health care claims out-of-pocket as they are incurred. Self-Insured Plans offer organizations more flexibility over plan designs and employee premiums.
